Excellency:
I have the honor to address Your Excellency to
acknowledge receipt of your letter of July 27, 2001, regarding consultations with the
Inter-American Juridical Committee on the Draft Democratic Charter, to be discussed at the
special session of the General Assembly that will be held in Lima, Peru, on September 10,
2001.
I have noted with satisfaction your decision to request Ambassador
Humberto de la Calle, Chair of the Working Group, to travel to Rio de Janeiro to engage in
dialogue with the Inter-American Juridical Committee on the most important aspects of the
Draft Democratic Charter.
I would like to suggest that, in addition to this auspicious
initiative, consideration be given to having the Chair and/or one or more members of the
Juridical Committee travel to Washington between August 15 and 29, 2001, to continue the
dialogue begun by Ambassador de la Calle and to extend it to include participation by all
member states.
