Excellency:
I have the honor to address
Your Excellency in reference to your note of July 27, 2001, in which you requested the
suggestions or observations of the Government of Mexico on the consultations the Permanent
Council has decided to hold with the Inter-American Juridical Committee on the Draft
Inter-American Democratic Charter.
As you are aware, the Government of Mexico attaches the highest
importance to adoption of the Inter-American Democratic Charter and this Mission has given
its committed support to its negotiation. Accordingly, Mexico considers it advisable to
have the opinion of the Inter-American Juridical Committee on the Draft Inter-American
Democratic Charter as a whole, since its adoption is a political decision to be taken by
the member states of the Organization.
