The Inter-American Commission on Human Rights created the Special Follow-up Mechanism for the Ayotzinapa Case (MESA, by its Spanish acronym) on July 29, 2016, through Resolution 42/16. The MESA is coordinated by the IACHR's Rapporteur for Mexico, Commissioner Esmeralda Arosemena de Troitiño.
The Special Mechanism for Follow-up of the Ayotzinapa Case (MESA) has the objective of following up on the terms of the Resolution of Precautionary Measure 409/14, issued on October 3, 2014, and in this framework, on the recommendations of the Interdisciplinary Group of Independent Experts (GIEI) formulated in its two reports.
MESA's work is based on transparency, and it grants the families of the 43 missing persons a central role in its efforts.
