Bogotá, Colombia—The Inter-American Commission on Human Rights (IACHR) conducted a promotional visit to Bogotá, Colombia, on January 27–28, to present the country report The impact of violence on the human rights situation in Colombia (available in Spanish only, with the title Los impactos de la violencia sobre la situación de los derechos humanos en Colombia). The visit included talks with State authorities and civil society organizations about the implementation of IACHR recommendations.
The delegation was led by IACHR President José Luis Caballero and also featured María Claudia Pulido—Assistant Executive Secretary for Monitoring, Promotion, and Technical Cooperation—and members of the IACHR Executive Secretariat’s technical staff.
Over the course of the visit, the delegation held meetings with the Minister of Foreign Affairs and the Deputy Minister of Multilateral Affairs; with the chairs of the Supreme Court of Justice, the Council of State, and the Constitutional Court; with representatives of the executive and of institutions in charge of implementing the Peace Agreement and the Total Peace policy; and with authorities of the Office of the Attorney General, the Public Prosecutor’s Office, the Ombudsperson’s Office, and the Integrated System for Truth, Justice, Reparation, and Non-Recurrence. The IACHR delegation also held two meetings with various civil society organizations and social and community leaders.
During the event in which the report was formally presented, IACHR President Caballero stressed that inequality and discrimination are structural factors of violence in Colombia, and he called for genuine national dialogue to reach comprehensive, sustainable peace. The State stressed its commitment to complying with the recommendations and other content held in the report, while civil society praised the document’s focus on territorial and ethnic-racial issues and on gender. The State noted how important it is to have monitoring mechanisms in place.
The IACHR stressed that building lasting peace requires broad consensus and public policies that go beyond specific governments and seek to transform the structural causes of violence and to ensure full respect for human rights. The current context provides a historic opportunity to renew the State’s commitment to peace, to a comprehensive implementation of the Peace Agreement, and to sound compliance with the mandate of the Integrated System for Truth, Justice, Reparation, and Non-Recurrence.
The IACHR notes its willingness to provide technical assistance and support to enable compliance with its recommendations. The IACHR also thanks the State and civil society in Colombia for their openness to engage in dialogue, and it thanks the State for the open and serious attitude with which it has welcomed the report.
Finally, the IACHR notes the support of State authorities, of the Mission to Support the Peace Process in Colombia of the Organization of American States (MAPP–OAS), and of civil society organizations to make this visit a success.
The IACHR is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
