PM 110-99 - Edgar Quiroga, Gildardo Fuentes, and other persons , Colombia

The Inter-American Commission on Human Rights (IACHR) decides to lift these precautionary measures in favor of Edgar Quiroga, Gildardo Fuentes et al., in Colombia. At the time of making the decision, the Commission assessed the actions taken by the State during implementation, as well as the lack of events that put the beneficiaries at risk since 2022. Upon not identifying compliance with the procedural requirements, the IACHR has decided to lift these precautionary measures.

PM 833-24 - Adolescent S.J.C.A. , Colombia

The Inter-American Commission on Human Rights (IACHR) decided to lift these precautionary measures in favor of the adolescent S.J.C.A. with respect to Colombia. At the time of making the decision, the Commission considered the State’s request to lift and the observations provided by the representation. The Commission warned that the location of the beneficiary represents a significant change in the factual circumstances. Consequently, the IACHR decided to lift these precautionary measures.

PM 83-14 - Keron López and Garvín Sookram , Trinidad and Tobago

The Inter-American Commission on Human Rights (IACHR) decides to lift these precautionary measures in favor of Keron López and Garvín Sookram regarding Trinidad and Tobago. At the time of making the decision, the Commission observes that, in the approximately 11 years that these precautionary measures have been in force, the representation has not submitted a written response to any of the requests for information issued by the Commission. The State did not provide any response either. Moreover, according to public information, the beneficiaries were removed from death row. Consequently, the Commission considers that there is no information to continue to consider that the requirements of Article 25 of its Rules of Procedure have been met. Therefore, it deems it appropriate to lift these precautionary measures.

PM 113-16 - Members of the “Tres Islas” Native Community of Madre de Dios , Peru

The Inter-American Commission on Human Rights (IACHR) decides to lift these precautionary measures in favor of Members of the “Tres Islas” Native Community of Madre de Dios in Peru. When making its decision, the Commission assessed the measures adopted internally by the State. In addition, the IACHR considered the prolonged lack of response from the representation. Taking into account the nature of the precautionary measures and in light of the information available, the Commission considered that, at this time, it is not possible to identify a situation of risk under the terms of Article 25 of its Rules of Procedure, and has decided to lift these measures.

PM 693-03 - Members of councils and reservations of the Pijao indigenous people in the department of Tolima , Colombia

The Inter-American Commission on Human Rights (IACHR) decides to lift these precautionary measures in favor of members of 15 cabildos and reservations (resguardos) of the Pijao indigenous people in the department of Tolima, Colombia. Upon receiving a request to lift the measures submitted by the State, the Commission assessed the actions taken by the State during the implementation, as well as the lack of concrete, current, and specific events against the beneficiaries that would allow it to identify a situation of serious and imminent risk. Taking into account the nature of precautionary measures and in light of the information available, the Commission considered that it is currently not possible to establish a situation that presents a risk under the terms of Article 25 of the Rules of Procedure. Consequently, the IACHR decided to lift the measures.

PM 113-07 - Luis Fernando Quijano and eleven other persons , Colombia

The Inter-American Commission on Human Rights (IACHR) decided to lift these precautionary measures in favor of twelve persons identified as members of the Corporation for Peace and Social Development (CORPADES). The Commission evaluated the actions taken by the State during implementation as well as the observations of the beneficiaries’ representation. Based on several requests for information, the Commission understands that the circumstances for which the precautionary measures were granted have changed significantly. In this regard, taking into account the nature of the precautionary measures mechanism and in light of the information available, the Commission considered that it did not have the elements to find that the requirements of Article 25 of its Rules of Procedure were met. Consequently, the IACHR decided to lift these precautionary measures.

The Inter-American Commission on Human Rights (IACHR) decided to lift these precautionary measures in favor of Norma Mesino Mesino and ten members of her family, in Mexico. At the time of making the decision, the Commission assessed the actions taken by the State during the implementation and the lack of concrete, current and specific events against the beneficiaries that allow identifying a situation posing a serious and imminent risk. Taking into account the nature of precautionary measures and in light of the information available, the Commission considered that it is currently not possible to establish a situation presenting a risk under the terms of Article 25 of the Rules of Procedure. Consequently, the IACHR decided to lift the measures.

PM 105-11 - Communities of the Kuna peoples of Madungandí and Emberá de Bayano, Panama

The Inter-American Commission on Human Rights (IACHR) decides to lift these precautionary measures in favor of the communities of the Kuna de Madungandí and Emberá de Bayano indigenous peoples in Panama. Following the State’s request to lift these measures, the Commission assessed that the Inter-American Court of Human Rights (I/A Court H.R.) issued a substantive judgment regarding the case related to the proposed beneficiaries. Similarly, it noted the long period without relevant information from the representation, which it required to assess keeping the precautionary measures in force. Consequently, upon not identifying compliance with the procedural requirements, the Commission has decided to lift these precautionary measures. Lastly, the Commission recalls that the situation of the beneficiary communities has been subject to supervision by the Inter-American Court of Human Rights in the context of the judgment in the Case of the Kuna of Madungandí and Emberá de Bayano Indigenous Peoples and their members v. Panama.

The Inter-American Commission on Human Rights (IACHR) decided to lift these precautionary measures in favor of María Patricia Arce Guzmán and her children in Bolivia. At the time of making the decision, the Commission recognized the measures taken by the State during the implementation, as well as the passage of time without threatening events. After several requests for information to the representation and the State’s request to lift the measures, no response has been received from the representation in a period of time. Taking into account the nature of the precautionary measures and in light of the information available, the Commission considered that at this time it is not possible to establish a threatening situation under the terms of Article 25 of the Rules of Procedure, and decided to lift the measures.

The Inter-American Commission on Human Rights (IACHR) decides to lift the precautionary measures at hand in favor of Liz Patricia Benavides Vargas and her family unit in Peru. At the time of making the decision, the Commission recognized the measures taken by the State during the implementation, as well as the change of factual circumstances in relation to the beneficiary’s functions, coupled with the passage of time without threatening events. Following the State’s repeated requests so that the IACHR issue a ruling on the validity of these precautionary measures, including a request to lift them, the IACHR asked for information from the beneficiaries’ representation, who stopped responding. Taking into account the nature of the precautionary measures and in light of the information available, the Commission considered that at this time it is not possible to establish a threatening situation under the terms of Article 25 of the Rules of Procedure, and decided to lift the measures at hand.
