Precautionary Measures
On October 2, 2025, the IACHR granted precautionary measures in favor of Irvin Jeovanny Quintanilla García, after considering that he is in a serious and urgent situation presenting a risk of irreparable harm to his rights in El Salvador. It was alleged that the beneficiary was deported on March 15, 2025, from the United States to El Salvador and that, as of that date, his whereabouts or destination were unknown. Despite the complaints filed and requests for a search by his relatives and legal representatives before the state authorities, to date there is still no information about his location and current situation. For its part, the State reported on the actions and coordination efforts to determine the beneficiary’s location. It highlighted the verification of records at the General Directorate of Migration, the Attorney General’s Office, the General Directorate of Penal Centers, and the National Civil Police, without finding any record in Salvadoran territory. It also referred to an investigation into the beneficiary’s disappearance, in which the Attorney General’s Office instructed the National Civil Police to carry out exhaustive investigations, including interviews with family members, inquiries on social media, and consultations with various institutions. The Commission appreciated the actions taken by the State through its various institutions, as well as the investigation into the beneficiary’s disappearance. However, more than six months after the beneficiary’s disappearance, his whereabouts remain unknown and there is no information that would allow the facts to be clarified.
