The Office of the Special Rapporteur for Freedom of Expression (SRFOE) of the Inter-American Commission on Human Rights (IACHR) announces its first official visit to Brazil from February 9 to 14, 2025, which will review the state of freedom of expression in the country. While the Special Rapporteur has participated in previous IACHR visits to Brazil, this marks the first visit led by the SRFOE, in accordance with IACHR Directive 1/19.
The Special Rapporteur welcomed the invitation of the State to visit Brazil in the first trimester of 2025, extended in October 2024.
The delegation will be composed of the Special Rapporteur for Freedom of Expression, Pedro Vaca Villarreal, as well as staff from the SRFOE and the IACHR Executive Secretariat, and plans to visit Brasília, Rio de Janeiro, and São Paulo. In these locations, the delegation will seek to engage with authorities from the three branches of government, the Public Prosecutor's Office, members of human rights organizations, journalists, digital platforms representatives, the media organizations, and academia. Through these dialogues, the Special Rapporteur aims to understand the diversity of perspectives and experiences on the right to freedom of expression, including in the digital space.
The SRFOE encourages civil society organizations and other interested parties to submit relevant information aligned with the objectives of the visit. The information must be sent to cidhexpresion@oas.org by February 21, 2025, with 'Visit to Brazil 2025' in the subject line. Any referenced reports must have been previously published and include a hyperlink.
Finally, the Special Rapporteur for Freedom of Expression thanks the State of Brazil for its cooperation and appreciates its commitment to international dialogue on the protection of human rights. The Office also recognizes the reports, requests, arrangements and efforts of various individuals and authorities, as well as civil society organizations to the promotion and defense of freedom of expression, in organizing activities and meetings within the framework of this official visit.
The Office of the Special Rapporteur for Freedom of Expression is an office created by the Inter-American Commission on Human Rights (IACHR) in order to encourage the hemispheric defense of the right to freedom of thought and expression, considering its fundamental role in the consolidation and development of the democratic system.
