Washington, DC—The Inter-American Commission on Human Rights (IACHR) is pleased to announce the second edition of its Compendium of Progress and Measures of Compliance with Recommendations and Other Decisions (available in Spanish). This publication reflects the IACHR's commitment to strengthening follow-up on its recommendations and decisions and providing guidance to Member States on implementing these.
The second edition of the compendium highlights key measures adopted or identified by States in 2023 to comply with recommendations issued through the IACHR's various mechanisms.
By publishing the compendium, the IACHR seeks to promote compliance with its decisions, facilitate the effective implementation of these measures, and highlight States' efforts and actions as potential examples or best practices of monitoring and compliance with its recommendations in the Americas.
To draft the compendium, the IACHR developed a specific methodology to evaluate progress and measures, focusing on those with the potential to make a structural impact on human rights conditions within each State or that represent substantial or full compliance with a recommendation or decision.
As part of its 2023–2027 Strategic Plan, the IACHR has undertaken to release this compendium annually, starting in 2023. The publication aims to regularly showcase significant milestones and achievements in the implementation of its recommendations by Member States of the Organization of American States (OAS).
The IACHR invites all stakeholders to review this new edition of the compendium and reaffirms its commitment to supporting and providing technical assistance to States, individuals, and institutions that engage with the Inter-American Human Rights System, with the shared goal of advancing compliance with recommendations and decisions.
The Inter-American Commission on Human Rights (IACHR) is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
