Washington, DC—The Inter-American Commission on Human Rights (IACHR) has decided to renew the mandate of the Special Rapporteur on Economic, Social, Cultural, and Environmental Rights (REDESCA), Javier Palummo Lantes, for an additional term through August 31, 2029. The decision recognizes the work carried out and the results achieved during his time in office. The IACHR submitted the renewal to the Secretary General of the Organization of American States (OAS), Albert R. Ramdin, who endorsed the decision.

The IACHR thanks Javier Palummo for his work to date, which has helped further strengthen the Office of the Special Rapporteur in the areas within its mandate, and for his willingness to accept a second term, in accordance with the procedures established in article 15 of the IACHR’s Rules of Procedure and the applicable OAS regulations.

Javier Palummo’s first term began in September 2023, following his selection through an open call for applications. He is a lawyer and holds a PhD in Law and Social Sciences from the University of the Republic (Uruguay), a PhD in Human Rights from the National University of Lanús (Argentina), and has pursued other advanced studies at institutions in Latin America and Europe. He has more than 20 years of experience working in the field of human rights, particularly in economic, social, cultural, and environmental rights (ESCERs), and has served as an independent expert within United Nations bodies. Dr. Palummo was Director of Research and Information Management and as Academic Coordinator of the International School of the MERCOSUR Institute of Public Policies on Human Rights from 2015 to 2023, and has extensive experience in research, public policy, and international cooperation.

REDESCA supports the IACHR in fulfilling its mandate to promote and protect economic, social, cultural, and environmental rights in the Americas. It works in coordination with the Executive Secretariat and operates from the OAS headquarters in Washington, DC.

The Inter-American Commission on Human Rights (IACHR) is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.

The IACHR is a principal and autonomous body of the Organization of American States (OAS), whose mandate stems from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has the mandate to promote the observance and defense of human rights in the region and acts as an advisory body to the OAS on the matter. The IACHR is made up of seven independent members who are elected by the OAS General Assembly in their personal capacity, and do not represent their countries of origin or residence.
