Washington, DC—The Interdisciplinary Group of Independent Experts for the case concerning the murder of Berta Cáceres (GIEI Honduras) presented its final report at an official event in Tegucigalpa. The publication of this report and the end of the GIEI Honduras mandate launch a decisive process—turning experts’ conclusions and recommendations into concrete action to ensure truth, justice, comprehensive reparation, and guarantees of non-recurrence.
This report makes recommendations to several authorities and stakeholders, as well as to the Inter-American Commission on Human Rights (IACHR). The IACHR values the rigor and comprehensiveness of the findings presented by GIEI Honduras and stresses that it will monitor compliance with those recommendations, within the scope of its own mandate, through the various mechanisms and tools of the inter-American human rights system, focusing on victims and their families.
GIEI Honduras was created to support the investigation of events linked to the murder of human rights defender Berta Isabel Cáceres Flores and other related crimes, as well as to make a contribution to proposals aimed at attaining comprehensive reparation and guarantees of non-recurrence in keeping with international human rights standards. The agreement that enabled the creation of GIEI Honduras was signed in early 2025 by the State of Honduras, the IACHR, and representatives of beneficiaries of precautionary measure 112/16. Experts conducted independent technical work over 11 months.
This final report provides up-to-date information that will enable the IACHR to work with Cáceres’ family and with the State to monitor this case and other cases involving human rights defenders who face attacks and retaliation for the work they do. The IACHR trusts that this report will strengthen institutional responses in terms of establishing what happened to Cáceres, ensuring accountability, and preventing further human rights violations. The IACHR acknowledges the support provided by the State to launch this GIEI. The IACHR also acknowledges the tireless struggle of Cáceres’ family, whose sustained commitment has been crucial to keep alive the search for truth, justice, and reparation in this case.
The IACHR stresses that autonomous and independent international investigation mechanisms have supported efforts to ensure the right to truth and justice in cases of serious human rights violations in several countries in the Americas. This contribution has been particularly significant where these mechanisms have been able to operate under adequate conditions, including guarantees of independence, access to relevant information, and a safe environment that is free from interference.
The IACHR is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
