Evaluations of programs and projects are key to strengthening transparency, accountability, and institutional learning within the General Secretariat of the Organization of American States (GS/OAS). External evaluations of projects, programs, and missions are essential for several reasons. First, they are a cornerstone of the Results-Based Management (RBM) approach. Second, they reinforce accountability to critical stakeholders, including donors, Member States, and beneficiaries. Third, they promote institutional learning and continuous improvement by generating valuable insights into what works, what does not, and why. Finally, they respond to the growing demand for evidence-based information to guide decision-making—allowing the OAS to demonstrate verifiable results, showcase measurable impact across Member States, and strengthen its competitiveness for external funding.
External evaluations provide credible, evidence-based, and impartial assessments of the efficiency, effectiveness, relevance, and overall performance of programs, projects, missions, and policies. In line with the mandate of the Member States—who instructed the GS/OAS to improve transparency, accountability, and effectiveness not only in programs and projects but also in overall management—the Organization has responded by modernizing its design, monitoring, and evaluation tools and mechanisms. These efforts follow international standards and best practices, including those of the OECD Development Assistance Committee (DAC) and the United Nations Evaluation Group (UNEG), to ensure effective results and stronger accountability to stakeholders.
Since 2009, the Department of Procurement and Management Oversight (DPMO), within the Office of the Executive Director (OED), has promoted and modernized policies and practices and developed the tools necessary to carry out external evaluations of GS/OAS initiatives financed with external funds. With financial support from Global Affairs Canada (GAC), the Spanish Fund for the OAS (FEPO), and the United States Mission to the OAS (USOAS), DPMO has coordinated the external evaluations of more than 160 OAS programs, projects, and missions, in the areas of Development, Democracy, Security, Peace, and Human Rights. These independent evaluations not only systematize and document the results of GS/OAS interventions but also build on these experiences to improve institutional management of across the Organization in alignment with international standards and mandates.
