Evaluations of programs and projects are key elements contributing to the transparency, accountability, and institutional learning of International Organizations. External evaluations provide credible, evidence-based, neutral assessments of the efficiency, effectiveness, relevance, and general performance of programs, projects, or policies. The Member States of the Organization of American States have mandated that the Organization take the necessary steps to improve transparency, accountability, and effectiveness not only in programs and projects, but also in its general management. The OAS General Secretariat (GS/OAS) is committed to using design, monitoring, and evaluation tools, as well as mechanisms following international standards and best practices to achieve the most effective results and have greater accountability to its stakeholders.
Since 2009, the Department of Procurement and Management Oversight (DPMO), former DPE, of the Secretariat for Administration and Finance (SAF) of the OAS has promoted a policy and developed the appropriate tools for the external evaluation of the effectiveness of the programs and projects executed by the organization. With financial support from the Canadian International Development Agency (CIDA), the Spanish Fund for the OAS (FEPO), and the United States Mission to the OAS (USOAS), DPMO has coordinated external evaluations of over 110 projects in the areas of Civil Registry, Democracy, Justice and Human Rights, Development and Security. These external independent evaluations not only systematize and document results of the interventions, but also have the goal of capitalizing on their experiences by improving the formulation and design of future projects and programs, as well as institutionalizing best practices in monitoring and evaluation within the organization.
