Washington, DC – On February 10, 2025, the Inter-American Commission on Human Rights (IACHR) adopted Follow-up and Extension Resolution 13/2025, concerning Jorge David Glas Espinel's situation in Ecuador. Glas had been granted precautionary measures in 2018 (MC-1581-18).
Invited by the State of Ecuador, the IACHR conducted on October 28, 2024, a visit to the penitentiary where Glas was being held. The IACHR delegation was led by Commissioner Stuardo Ralón, the IACHR's Rapporteur for Ecuador and Rapporteur on the Rights of Persons Deprived of Liberty and to Prevent and Combat Torture. The delegation met with Glas and later held an interinstitutional meeting with State authorities.
In its resolution, the IACHR assessed the persistence of the risks that had been identified concerning Glas following his arrest in April 2024. The IACHR found that Glas was in a particularly serious mental health situation, despite the medical care the State had provided him with in 2024. The IACHR also found that his conditions of detention and the violence he had faced in the penitentiary facility where he was being held had affected his deteriorating mental health and physical integrity.
In keeping with Article 25 of its Rules of Procedure and considering the various risk factors that had been identified, the IACHR decided to extend precautionary measures in favor of Glas, despite acknowledging the State of Ecuador's efforts to comply with those precautionary measures. In its extension, the IACHR asks that Glas' right to health—both physical and mental—be taken into consideration, along with protocols linked to medical assessments conducted in hospitals, and that he be provided with the medical treatment he requires based on the relevant medical assessments. The IACHR also asks that the State improve Glas' conditions of detention, enabling adequate medical care for his various physical and mental health problems, as well as complying with the applicable inter-American standards.
The IACHR is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
