Washington, DC—The Inter-American Commission on Human Rights (IACHR) is set to conduct a working visit to Brazil over the period December 2–6, to promote respect for and enforcement of human rights. The aim of the visit is to observe on the ground the situation of human rights in the context of the police operation known as “Operation Containment” (“Operação Contenção”) in the state of Rio de Janeiro, as well as the impact of organized crime on the security situation in the country. The mission will assess reports of human rights violations.
The delegation will be led by IACHR President José Luis Caballero and will also feature Executive Secretary Tania Reneaum Panszi, Assistant Executive Secretary María Claudia Pulido, and members of the IACHR Executive Secretariat’s technical staff.
The IACHR thanks the State of Brazil for agreeing to this visit. During the visit, the IACHR is set to meet with authorities at different levels of the State in Brasilia and Rio de Janeiro, as well as with victims, victims’ relatives, civil society organizations, academics, and other relevant stakeholders in Rio de Janeiro, with the aim of gathering data directly, assessing the State’s compliance with its international obligations concerning human rights, and making recommendations.
The IACHR notes that it will not be collecting documentation in paper format during this visit. Any new petitions or requests for precautionary measures and any additional information should be submitted exclusively through the IACHR’s online portal. The IACHR stresses its commitment to victims of human rights violations and their families, as well as its willingness to continue to cooperate with the State of Brazil and with Brazilian civil society on the protection and promotion of human rights.
The IACHR is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
