The MERCOSUR Institute for Public Policies on Human Rights (IPPDH) and the Inter-American Commission on Human Rights (IACHR) announce the call for the 7th edition of the International Course on Public Policies in Human Rights which, for the fifth time, is being held jointly.
This edition of the course will have as a cross-cutting theme the response to critical and emergency contexts, considering that global challenges and emerging crises require a rapid and effective response that protects and promotes human rights. Therefore, this new edition of the course will place special emphasis on the design, implementation, monitoring and evaluation of human rights public policies in critical and emergency contexts . This decision responds to the need to adapt tools and approaches to current challenges, ranging from conflicts and political crises to natural disasters and pandemics.
The course is aimed at public officials responsible for the design, management, implementation and evaluation of public policies, members of organizations and social movements, academics from the States Parties to MERCOSUR and the OAS. Up to 80 participants will be admitted.
This initiative is carried out by the International School of the IPPDH, whose main objective is to train state actors in human rights and public policies.
The International Course on Public Policies in Human Rights seeks to train relevant actors in the region in the human rights approach to public policies. From a perspective that recognises the progress and challenges in the region, it offers an approach to the experiences and challenges that the implementation of the human rights approach poses for state institutions. This training event will combine theoretical and practical training in the fields of international human rights law, the Inter-American system for the protection of human rights, social sciences, and public administration, with the presentation of practical experiences of high impact for the guarantee of rights and the incorporation of the gender and ethnic-racial perspective in public policies implemented in the States of the region in recent years.
The course will be offered in mixed modality, in Spanish and English, with a first virtual phase of 8 modules, which includes synchronous classes once a week, on Mondays from 2pm to 3.30 pm (Arg time), which will begin in July 2024. The second phase, which will be face-to-face, will be held in December at the IPPDH headquarters in the Espacio Memoria y Derechos Humanos ex ESMA, in the city of Buenos Aires, Argentina. At this stage, participants will present their final projects and will be given classes by specialists in the various topics addressed during the course. Both phases are compulsory.
The course also includes an optional virtual workshop on the Inter-American Human Rights System and its mechanisms. Those who complete the workshop will receive an additional certificate of participation. Interested participants are also invited to attend in person the thematic hearings that the IACHR will be holding in the framework of its 191st Period of Sessions, from 4 to 8 November in Washington, D.C.
