Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. PRESENTACIÓN DEL PROYECTO DE RESOLUCIÓN CONGRESO ANFICTIÓNICO DE PANAMÁ

Señor Presidente:
El Congreso que hoy recordamos constituye, como lo señala el Proyecto de Resolución que se presenta hoy, el primer antecedente de la conformación de nuestra Organización.
Fue concebido originalmente como el Congreso de Panamá, al cual se le agregó el término “Anfictiónico” como homenaje a la Liga Anfictiónica de la Grecia antigua, que se refería a una asociación de estados vecinos para defender un bien común.
Señor Presidente, vale la pena citar al Libertador Simón Bolívar, cuando de manera visionaria expresó en la convocatoria al Congreso: “Cuando, después de cien siglos, la posteridad busque el origen de nuestro derecho público, y recuerden los pactos que consolidaron su destino, registrarán con respeto los protocolos del Istmo. En él, encontrarán el plan de las primeras alianzas, que trazará la marcha de nuestras relaciones con el universo”.
Entre sus propuestas principales, como lo señala la Resolución presentada, estaban la preservación de la independencia de las repúblicas americanas, la promoción de la paz, la solidaridad, afianzar la soberanía y promover el desarrollo económico, social y cultural de los pueblos del continente americano.
A pesar de que, en ese momento, 1826, la idea no prosperó debido a las perspectivas diversas en la región, se sembró una semilla, el “Tratado de Unión, Liga y Confederación Perpetua”, que a pesar de que no fue ratificado posteriormente, terminaría germinando en la creación de la Unión Panamericana y más delante de nuestra propia Organización.
Es de justicia que honremos la memoria de todos aquellos que sembraron aquella semilla hace ahora 200 años.
