PALABRAS DE APERTURA EN LA SEGUNDA REUNIÓN PRESENCIAL DE LA COMISIÓN DE ALTO NIVEL “SALUD UNIVERSAL EN EL SIGLO XXI: 40 AÑOS DE ALMA-ATA”

Before we begin, allow me to extend my congratulations to President Michelle Bachelet for her recent appointment as the United Nations High Commissioner for Human Rights. President Bachelet has an extensive and indisputable record of national and global leadership on human rights. We wish her every success in her new duties and important responsibilities in promoting and protecting human rights for all.

I also want to welcome all of the Commissioners attending this second in-person meeting of the High-Level Commission on "Universal Health in the 21st Century: 40 years of Alma-Ata Commission”. I recognize your invaluable work throughout this year in carrying out the important mandate entrusted upon this commission.

Es muy grato para mí poder nuevamente compartir con ustedes en este espacio como Co-Presidente de esta Comisión y en representación de la Organización de los Estados Americanos (OEA). Quiero reiterar nuestro compromiso como agencia interamericana, para continuar abogando en pro de lograr la salud universal para los ciudadanos y ciudadanas de las Américas a partir del reconocimiento de los valores de la Declaración de Alma-Ata, como son el derecho a la salud, la equidad y la solidaridad. Todo esto en línea con nuestro lema de “Mas Derechos para Más Gente”.

Access to health is a fundamental human right and we recognize that inter-sectoral collaboration is a key component towards realizing this right in our hemisphere. We are here today precisely to continue working towards this goal as we join efforts to produce a high-level report that will include recommendations for the strengthening of health systems, and the empowerment of individuals and communities to advance towards universal health in the Region of the Americas particularly for groups in vulnerable situations and traditionally excluded.

Luego de su lanzamiento a principios de este año, el trabajo de la Comisión se ha organizado y estructurado con miras a establecer una estructura del potencial contenido de este informe y sobre esa línea se ha venido desarrollando el trabajo técnico con el apoyo de la Secretaria Técnica y enriquecido con el liderazgos y los aportes de los comisionados y sus equipos técnicos.

Desde la OEA, me gustaría resaltar que estamos participando en el Grupo Temático de protección social buscando informar este documento a la luz de los compromisos y prioridades derivadas de las Reuniones de Ministros y Altas Autoridades de Desarrollo Social y de otras iniciativas de la organización relacionadas con la salud. Hemos también puesto a disposición de la Secretaria Técnica nuestra red de organizaciones de la sociedad civil y nuestra experiencia en cuanto a la facilitación de la participación ciudadana en iniciativas de la OEA para que puedan servir de insumo a los trabajos de esta Comisión.

I would like to reiterate the critical role of this Commission as a catalyst for the activities of the Regional Forum and as an adviser to PAHO and the countries in helping to transform health systems and eventually move towards achieving universal health and the Sustainable Development Goals.

Esperamos continuar apoyando a su Excelencia la Dra. Michelle Bachelet y al resto de los Comisionados en esta tarea y nos comprometemos a seguir participando activamente en los debates, discusiones y actividades para que los objetivos establecidos para este grupo lleguen a buen término.
