Francisco Javier Guerrero Aguirre, PhD - Secretary for Strengthening Democracy 
Francisco Guerrero obtained his PhD in International Affairs and a Master in International Conflicts Analysis from University of Kent at Canterbury, England. He holds a law degree from the Universidad Nacional Autónoma de México (UNAM), entitled with honors.
Founder and scientific advisor of the Master Program in Economics and Government and the PhD Program in Strategic Management and Policy Development at the Anáhuac University, where he was responsible for the Mexico´s Structural Reforms research group.
Academic Advisor in various courses and seminars, Visiting Researcher in different countries, and has taught in doctoral, master's and bachelor's degree programs.
On January 2008, he was one of the five elected Mexicans for the renowned Eisenhower Fellowship Grant (Award) and within his areas of expertise includes: Electoral, Public policy, International affairs, Democracy and political transition, government and Transparency, among others.
Author of “The role of radio and television in the new model of political communication: Lessons for Mexico”; “The vote of mexicans abroad: Background, reflections and a look into the future”; and “The pattern of complaints and disciplinary complaints and monitoring the electoral law”. He has participated in several books.
Columnist in several national newspapers, magazines and author of specialized publications. Editorialist of the Excelsior newspaper column “Punto de Equilibrio”; host in the radio program “Frente al País”, 90.5 AM Imagen Radio group; radio anchor “Zona de Encuentro” program at Horizonte 107.9 AM, Instituto Mexicano de la Radio (IMER) and participant member for the TV program “Primer Plano” broadcasted at Canal 11, Instituto Politécnico Nacional.
He also served from August 2008 to October 2013 as Electoral Councillor at the Instituto Federal Electoral (IFE) ratified by the Mexican Congress. He has held several positions in the public sector, like Senior Director at the Centro de Estudios Sociales y de Opinión Pública (CESOP) at the Mexican Chamber of Deputies; Chief of Staff for the President of Mexican Senate; National Sub-commissioner at the Comisión Nacional de Arbitraje Médico (Conamed); Head of International Affairs Office and Chief of Staff both at the Secretaria del Trabajo y Previsión Social, and also served as Chair of the General Coordination for Affiliated Workers at the Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE). Also Advisor to Mexico City´s General Attorney.

Rogelio Cantoral Castro - Consultant
Rogelio Cantoral Castro holds a degree in International Business Administration and Law Degree, both degrees obtained at the Universidad Veracruzana in Veracruz, Mexico. He also has complementary training in the area of public policies at Harvard University, in public service in the Botín Foundation in Spain and in leadership by Brown University. He is currently collaborating as a consultant to the executive office of the Secretariat for Strengthening Democracy, prior to this; he was a member of the Department for Effective Public Management of the OAS in the area of open government
Administrative Management Section
Pedro Verges – Chief of the Administrative Management Section
Pedro Verges, a Mexican and Colombian citizen, serves as the Chief of the Administrative and Financial Management section (AMS). He is responsible for monitoring budgets and the execution of projects and programs and for defining work requirements, systems and procedures. Pedro coordinates and supervises a team of administrative and financial officers. He also supports the Secretariat's officials on administrative, budgetary and financial issues, ensuring SPA’s compliance with OAS rules and regulations and the implementation of policies in accordance with the Secretariat for Administration and Finance and OAS Legal Department. Pedro initially joined the OAS in 2008 as an administrative officer at the AMS. He studied economics at the Universidad Externado de Colombia and he holds a BA in International Business and Trade from the Universidad Jorge Tadeo Lozano.
María Fernanda Story – Administrative Officer
María Fernanda Story, an Ecuadorian and US citizen, provides administrative, financial and budgetary services to the SPA, working in close connection with the Secretariat for Administration and Finance in the development and improvement of internal operational procedures. She has over 15 years of experience in accounting and finance, and has been with the OAS for 10 years. María Fernanda holds an AS and a BS in Business Accounting from the NOVA Community College and the University of Phoenix, respectively, as well as an MBA with a Concentration in Project Management from the American Intercontinental University.
Esther Rodriguez Rivera – Administrative Specialist
Esther Rodriguez Rivera, a US citizen, currently works as an administrative specialist in the Administrative and Financial Section. She assists in the drafting and editing of budget proposals, work plans and financial reports, in the reviewing of requests for obligations and in the preparation of administrative actions for the obligation of funds. She joined the OAS in 1999 as a documents technician at the Unit for the Promotion of Democracy (UPD). She holds a BA in International Affairs from the Notre Dame of Maryland University.
Peace Fund Section
Magdalena Talamás – Section Chief
Magdalena Talamás, a Uruguayan national, is serving as the Chief of the Peace Fund Section in the DSDSM. In her current position, she is responsible for facilitating the ongoing political-diplomatic negotiations between the governments of Belize and Guatemala directed at finding a peaceful and permanent solution to their territorial differendum, as well as for overseeing the operations of the OAS Office in the Belize-Guatemala Adjacency. Talamás joined the OAS in 1991 and prior to her current position she served as OAS Deputy Director of External Relations and also worked in the Office of the OAS Secretary General with the SG’s Senior Advisor on External Communications. She earned both Bachelor’s and Master’s degrees from Georgetown University concentrating in international affairs and public policy.
Ricardo Cabral – Specialist
Ricardo Cabral, a Brazilian citizen, started at the OAS in 2006 at the Press and Communications Office. In 2007 he joined the DSDSM covering Haiti and Guyana. Currently, he works at the Peace Fund that handles the peaceful settlement of territorial disputes. Mr. Cabral’s activities focus on the dispute between Belize and Guatemala, and the Peace Fund’s efforts to promote peace through preventive diplomacy, conflict resolution and peace-building. Further, he works on the organization of the Inter-American Peace Forum, as well as the ongoing development of the Peace Fund website. Mr. Cabral holds a Juris Doctor from the University of João Pessoa, Brazil.
Section for the Support of Representative Institutions
Moisés Benamor – Section Chief
Moisés Benamor, a Venezuelan citizen, holds a law degree with a specialization in Public Law as well as a Master’s in Political Science. He has served as the Chief of the Representative Institutions Section of the Department of Sustainable Democracy and Special Missions of the Secretariat for Political Affairs since 2008.
Benamor joined the OAS in 2000. He has served as Chief or Deputy Chief of Electoral Observation Missions Mission in more than 17 countries and participated in more than 100 such Missions, as well as serving as Adjunct Director of the Department of Electoral Cooperation and Observation (DECO).
In his current position Benamor promotes technical cooperation projects with Congresses of the OAS Member states as well as seminars and workshops on topics related to democracy, governance and institutional strengthening. Recently as chief of the Chief of the Representative Institutions Section, he has focused on activities that aim to incorporate a culture of transparent political representation parliamentary processes. Previously, Benamor worked in Venezuela in both the public and private sectors as a Legal Adviser in the Ministry of the Interior; as an Advisor to the Venezuelan Congress, Andean Parliament, and Latin American Parliament; as an Adviser of the Deposits and Banking Protection Fund (FOGADE); and as a Financial Advisor in the Latin-American Financial Society (SOFILATIN). He also taught several courses at various universities in Venezuela.

Steven Griner, Director
Steven Griner, citizen of the United States, joined the Unit for the Promotion of Democracy of the Organization of American States in 1993, where he coordinated the Special Program of Support to Guatemala and the Inter-American Forum on Political Parties. From 2006 to 2011, he was the Chief of the Electoral Observation Section of the Department for Cooperation and Electoral Observation. From 2012 to 2015, he coordinated the OAS Civil Identity of the Americas Program and the e-Government Program of the Department for Effective Public Management. In November 2015, he was appointed acting director of the Department of Sustainable Democracy and Special Missions.
Mr. Griner received a Master of Arts in Latin American Studies and International Economics from Johns Hopkins School of Advanced International Studies (SAIS) and a bachelor in Business Administration from Texas A & M University.

María Fernanda Solano – Administrative Officer
María Fernanda Solano, a Colombian citizen, entered the Organization as an Accounting Technician in the Department of Financial and Administrative Management Services (DFAMS), where she worked from 2007 until 2010, at which point she joined the SPA as an Administrative Officer. In her current position, she provides administrative, financial and budgetary services to the SPA, with a focus on the Department of Sustainable Democracy and Special Missions (DSDSM). Solano has served as a financial officer for several Electoral Observation Missions in the Caribbean, and Central and South America. She holds an AS in Business Administration and is currently pursuing a BS degree in Finance.
Jessica Lobos – Consultant
Jessica Lobos, a citizen of Argentina, joined the Department of Sustainable Democracy and Special Mission as a consultant in 2016 after finishing her participation in the 2015 fall session of the OAS Internship Program. She holds a BA in Government and International Relations, and a BA in Politics and Public Administration from ‘Universidad Argentina de la Empresa’.

Special Missions Section
Rodrigo Zubieta – Section Chief
Rodrigo Zubieta, a Mexican citizen, has served as Chief of the Special Missions Unit since December 2008, working on the planning, development and coordination of special missions, programs, projects, and activities requested by member States and political bodies of the OAS, such as the MAPP and the Good Offices Mission (Colombia-Ecuador). Zubieta has served as an envoy of the Permanent Council and the Secretary General to the Special Missions in Bolivia, Colombia, Venezuela, and the Colombia-Ecuador Conflict and he has participated in several Electoral Observation Missions as a political analyst. He originally came to the OAS in 2007 as an intern and before his current position he worked as a political risk analyst in the area of democratic sustainability. He holds a BA in Philosophy and an MA in Communications from the Panamerican University in Mexico. He also has a MA in Politics and Government from the Catholic University of America.
Clara Hoyos - MACCIH Project Officer
Katalina Montaña – MACCIH Main Specialist
Katalina Montaña, a Colombian national, is currently responsible for coordinating the implementation of the programs and activities of the Mediation and Dialogue Section of the DSDSM on conflict, prevention management, and resolution of social conflicts. Montaña initially joined the OAS in 1999, working in CICAD in the area of alternative development. Before her current position, she worked for the Department of Electoral Cooperation and Observation in the planning, implementation and management of Electoral Observation Missions and technical cooperation programs. She holds a BA in Business Administration from the Marymount University and an MBA from the Johns Hopkins University.
Daniel Peláez – Consultant
Daniel Peláez, a Colombian national, participated in the 2013 winter session of the OAS Internship Program, after which he joined the Secretariat for Political Affairs as well as the Secretariat for Integral Development as a consultant. In his current position, he liaises with parliaments and regional parliamentary forums of the Americas to promote capacity building, horizontal cooperation and the Open Parliament Initiative, which aims to achieve a more transparent and efficient legislative process. Mr. Peláez studied Political Science at the National University of Colombia and holds a M.A. in International Relations from King’s College London.
Political Analysis and Scenarios Section
Marian Vidaurri, Section Chief
Marian Vidaurri is Chief of the Political Analysis Section in the Department of Sustainable Democracy and Special Missions (DSDSM) of the OAS Secretariat for Political Affairs. Before joining the OAS in 2012, she worked as Director of Political Studies at FUSADES (El Salvador) and in the academia. She holds a BA in Government and Economics from Cornell University and an MSc in Latin American Studies from the University of Oxford. She is currently a Master of Public Administration (MPA) candidate at the University of Pennsylvania, and expects to graduate in 2016.
Pablo Thaler – Specialist
Pablo Thaler, an Argentinean national, joined the OAS in 2009 as a specialist at the Political Analysis and Scenarios Section. He participated in the OAS mediation efforts during the political crisis in Honduras (2009) and in the Colombia-Ecuador Mission of Good Offices. He has served as a political analyst in several Electoral Observation Missions. He is an electronic technician with a double BA, magna cum laude, in International Studies and Business from Dickinson College and an MA in International Relations/Latin American Studies from the Johns Hopkins University SAIS. Among his research interests are regional integration and technological innovation for democratic sustainability.
Maria Fernanda Trigo, Director
Maria Fernanda Trigo, a Bolivian national, currently serves as Director of the OAS Department for Effective Public Management where she has set as its mission to strengthen public institutions in the Americas so they are more transparent, effective and have mechanisms for citizen participation. Previously, Ms. Trigo performed the functions of Deputy Director of the Department of Democratic Sustainability and Special Missions in the Political Affairs Secretariat where she led the development and implementation of a system for political analysis for the OAS General Secretariat.
Ms. Trigo has worked at the OAS since January 1999. She began her career at the OAS as part of the initial team of the Summit of the Americas Secretariat, supporting the preparation and negotiation process of the Declarations and Action Plans for the Quebec (2001), Monterrey (2004) and Mar del Plata (2006) Summits of the Americas.
Ms. Trigo previously worked at the Permanent Mission of Bolivia to the OAS as alternate representative with the responsibility of supporting the organization and negotiation of documents for the Summit on Sustainable Development held in Santa Cruz, Bolivia, in 1996.
Ms. Trigo has a Masters in International Relations from Georgetown University, Washington D.C., and a BA in Mathematics from St. Mary's College in South Bend, Indiana.
Ms. Trigo has worked at the OAS since January 1999. Ana María Pereyra, Assistant
Ana María Pereyra, a Peruvian citizen, provides administrative and logistical support to the director of the DEPM and to the four sections of the Department. She joined the OAS in August 1995. Prior to her current position, she worked as an administrative assistant and technician at the USDE/OAS, the CICAD/OAS, and the UPD/OAS. Before joining the Organization, she worked as an administrative assistant at Petróleos de Perú and at Riggs National Bank (now PNC Bank). Pereyra studied Executive Secretarial Studies at the Inca Garcilaso de la Vega University and at the Brown Secretarial School of Lima. She also attended the Northern Virginia Community College.
Access to Information and Open Government Section
Milagros Freyre - Chief of Section
Milagros Freyre is the Chief of the Open Government and Access to Information Section of the Department for Effective Public Management of the OAS. Among other things, she is in charge of the design and promotion of programs, projects, studies and workshops on topics such as transparency, access to information, organizational development and results based management. Previously, from 2002-2007, she was a consultant in the Department of State Modernization at the Inter-American Development Bank, where she worked on institutional strengthening with a focus on results based management, transparency, and judicial reform. Milagros Freyre is graduated as a lawyer from the Universidad Nacional del Litoral in Argentina. She also holds a Master’s in International Law from American University, Washington College of Law.
Matthias Jager - Consultant
Matthias Jäger, a German citizen, is currently working as a consultant in the area of Transparency, Open Government and Access to Information. Among other duties, he is responsible for developing the “OAS Fellowship on Open Government in the Americas”, a new young leaders program that promotes regional exchange among government stakeholders from the public sphere, civil society, and the private sector. Prior to joining the OAS in April 2014, Matthias worked for eight years at the German Bertelsmann Foundation coordinating the foundation’s Transformation Index (BTI) and young leaders program Transformation Thinkers. He holds an M.A. in Law and Latin American Studies from Bielefeld University, Germany, and a Master's in International Public Policy from The Johns Hopkins University (SAIS) in Washington D.C.
Verónica Alvarez – Consultant
Verónica Álvarez, an Argentine citizen, is currently working as a consultant in the Open Government and Access to Information Section. Within the Department for Effective Public Management, she has been involved in the organization of The OAS Fellowship on Open Government in the Americas and in the launch of a Short Film Contest on Access to Information. Prior to joining the Department in 2014, Verónica participated in Electoral Observation Missions in Honduras, El Salvador and Colombia, and collaborated in projects related to electoral integrity and political finance. From 2011 to 2013 she was a researcher and professor at the University of Salamanca, where she is a PhD candidate in Contemporary Political Processes. She holds an M.A. in Comparative Politics from the University of Salamanca, where she also graduated in Political Science and Sociology.

Steven Griner - Chief of Section
Steven Griner, a US citizen, joined the OAS in 1993 as a Senior Specialist at the Unit for the Promotion of Democracy, where he served for 13 years. Prior to his current position, he was Chief of the Electoral Observation Section of the DECO and he participated as Chief, Deputy Chief and Regional Coordinator in more than 50 EOMs around the region. Griner, who has represented the OAS in several international conferences on topics related to civil identity, is currently responsible for the supervision of the activities of the Universal Civil Identity Program of the Americas (PUICA). He holds a BA in Business Administration and a BA in Modern Languages from the Texas A&M University. He also has a MA in International Relations and Latin American Studies from the SAIS at the Johns Hopkins University.
Clara Hoyos - Projector Officer
Clara Ximena Hoyos, a Colombian citizen, is currently serving as project officer in the area of civil registry, where she works on the development and implementation of the annual work plan for PUICA. She originally joined the OAS in 2002 as an intern at the Department of Public Information, later working at the Unit for the Promotion of Democracy. Prior to her current position, she was financial specialist at the Administrative and Financial Section of the SPA. Hoyos studied marketing and advertising at the Politécnico Grancolombiano University and she has a postgraduate specialization in Financial Management from the same institution.
Rebecca Omaña Peñaloza - Specialist
Rebeca Omaña Peñaloza, a Venezuelan citizen, is currently working as a specialist in the area of civil registry. She is responsible for coordinating projects related to birth registration at hospitals, digitization of identity records and institutional strengthening of registration authorities. She initially joined the OAS in May 2006. Prior to her current position, she worked as a specialist in electoral observation and institutional strengthening at the DECO. She has a double BA in Political Science and History from the University of the Andes, Venezuela, and a MA in Latin American Studies from the Simón Bolívar Andean University, Ecuador.

Mike Mora - Senior Specialist
Mike Mora, a Colombian citizen, is serving as Senior Specialist and lead officer of the Electronic Government Program of the DEPM. He is responsible for coordinating and supervising the portfolio of projects related to e-Government, which includes serving as the Technical Secretary for the Network of e-Government Authorities of Latin America and the Caribbean (RedGealc), and the Inter-American Network of Government Procurement (INGP), and managing the MuNet e-Government, Best Practices Forum of the Americas, e-Government Service Centers, the Cadastre Program and DEPM’s Virtual Campus. Mr. Mora initially joined the OAS in 2007 and prior to his current position he worked as a project manager at SEDI and as officer at the DEPM in the areas of cadastre, training and municipal modernization. He holds a BA in International Relations from the Jorge Tadeo Lozano University and a MA in International Peace and Conflict Resolution from American University.
Helena Fonseca - Specialist
Helena Fonseca, a Colombian citizen, is responsible for the coordination of the Inter-American Government Procurement Network (RICG) within the Electronic Government Program of the DEPM. Among other activities, Fonseca has coordinated four annual conferences in Peru, Dominican Republic, Panama and Uruguay and 15 thematic and regional workshops. She originally joined the OAS as an intern in the Secretariat for Legal Affairs in 2008, later working as a consultant for the Transparency and Governance Program. Fonseca studied Law with a specialization in Administrative Law and she also worked for the National Anti-Corruption Unit of the Attorney General of Colombia.
Maria Paula Gandur- Officer
María Paula Gandur, a Colombian citizen, is currently working as Virtual Campus Officer. She is responsible for the educational activities and for the coordination of the development of virtual courses, including: "Access to Public Information", "Strategies for Comprehensive Municipal Tourism Management" and "Government in the Age of Social Networking". Gandur has a BA in Economics from the National University of Colombia. She joined the OAS in 2009 as an intern.
Julian Najles - Consultant
Julián Najles, an Argentinean national, coordinates the Transparent and Efficient Municipalities (MUNET) Program, which assists local governments of OAS Member States in the definition and implementation of e-government and open government strategies. He is also part of the Universal Civil Identity Program in the Americas (PUICA), supporting the actions of the Latin America and Caribbean Council for Civil Registration, Identity and Vital Statistics (CLARICEV), whose Executive Secretariat PUICA hosts. Before joining the OAS in 2012, Najles worked for several local, national and international organizations, including the Red Cross-Argentina and UNCTAD. He has a BA in Political Science from the University of Buenos Aires and a MA in Participation and Local Policies from the Autonomous University of Barcelona.
Sofia Quiñonez- Consultant
Sofía Quiñónez, a Salvadoran citizen, currently works as a consultant in the Electronic Government Section of the Department for Effective Public Management. She focuses on giving support to the campus and the network. Before her current position, she interned in the same section, where she provided support to both the e-government program and the Inter-American Network on Government Procurement. She is fluent in both Spanish and English with an advanced knowledge of French. She graduated from the University of Richmond with a double major in Political Science and French.
Azalea Vargas - Consultant
Azalea Vargas, a Honduran citizen, is currently working as the Administrative Assistant of the Virtual Campus. She is responsible for responding to inquiries from public officials who wish to participate in the online courses offered by the Department, as well as managing and distributing information so as to facilitate the implementation of the different courses. Ms. Vargas has a BA in Government & International Politics from George Mason University. She joined the OAS in 2014 as an intern.
Government Innovation Section
Silverio Zebral - Chief of Section
Silverio Zebral, a Brazilian citizen, is currently responsible for leading the Technical Secretariat for the OAS Inter-American Peer-Review Mechanism for Effective Public Management (MECIGEP) and the OAS Inter-American Program on Political Management - in collaboration with the GSPM/GWU. He has been responsible for the coordination of OAS Country Strategies Program in Bolivia, El Salvador, Paraguay and Dominican Republic – where he serves as technical liaison with the respective Offices of the President and Ministries. Prior to joining the OAS in 2009, Mr. Zebral carried out consultancies at the EU, IDB, UNDP, AECID, KAS and IRI. He also served as a lead researcher on state reform at Getulio Vargas Foundation (FGV) and as a senior development economist at Brazilian Development Bank (BNDES). Mr. Zebral holds a Bachelor’s Degree in Economics from the Candido Mendes University (UCAM), a Master’s in Development Studies from the Graduate Institute of International and Development Studies (IHEID Geneva) and a Master’s in Political Management from The George Washington University (GWU).
Franz Chevarría – Officer
Franz Chevarría, a Peruvian citizen, is an expert on governance and state modernization. He has worked as a public official in the Peruvian executive and legislative branches, and has collaborated with the OECD, UN, APEC, CAN and other international agencies of cooperation. He has been an OAS Officer since 2010, although he has collaborated with the Organization since 2007 in related areas. Chevarría holds a PhD in Public Administration from the Complutense University of Madrid; a PhD in Law and Political Science from San Marcos University of Peru, a MA in Applied Political Studies from the FIIAP; and a MA in Governance from the San Martín de Porres University.
Hugo Inga – Officer
Hugo Inga, a Peruvian citizen, is a specialist on governance and public policy research. Prior to joining the OAS, Inga worked for the Peruvian executive branch in the promotion of Peruvian candidacies in international organizations such as the OAS and UN. He has also served as a collaborator on electoral and human rights issues for different Peruvian civil associations. Mr. Inga has been an OAS Officer since 2012 and holds a BA in Law with a concentration in Public Management from the San Martin de Porres University of Peru. He also has specializations in International Law from the Inter-American Juridical Committee of Brazil, and in International Relations by the European Academy Otzenhausen of Germany.
Enrica De Pasquale – Consultant
Enrica De Pasquale, an Italian citizen, is currently working as a consultant in the Department for Effective Public Management, supporting activities related to cooperation projects on governance and state modernization in the Americas. Prior to joining the OASA, De Pasquale worked as an intern at the Permanent Observer Mission of Italy to the OAS. She holds a Master's in International Functions from the SIOI, as well as a Master’s degree in Law and a Bachelor’s in Judicial Science from the University of Messina.
