CIDH and IPPDH Announce the Call for the International Course on Public Policies in Human Rights

Washington, D.C. / Buenos Aires – The Inter-American Commission on Human Rights (CIDH) and the Institute of Public Policies on Human Rights of MERCOSUR (IPPDH) announce the call for the 3rd edition of the International Course on Public Policies in Human Rights that, for the first time, they carry out jointly.

On this occasion, two of the institutions of greater international relevance in the field of human rights enhance their commitments and efforts to carry out this human rights training initiative for all the Americas.

The International Course on Public Policies in Human Rights seeks to train relevant actors of the region in the human rights approach in public policies. From a perspective that recognizes the advances and challenges in the region, it offers an approach to the experiences and challenges that the implementation of the human rights approach supposes for the state institutions.

The study process offered through the International Course will combine theoretical and practical training in the fields of international human rights law, the Inter-American System for the Protection of Human Rights, social sciences, and public administration, with the presentation of practical experiences of high impact for the guarantee of rights implemented in the States of the region in recent years.

This initiative is carried out from the International School of the IPPDH and is part of the implementation of the 2017-2021 Strategic Plan of the IACHR, in which a Program was established that promotes public policies aimed at strengthening respect for human rights as a central element of the processes for strengthening national capacities for the implementation of inter-American human rights standards.

The course is aimed at government officials responsible for the design, direction, execution and evaluation of public policies, members of organizations and social movements, academics and society in general. On this occasion, there is a quota of 100 participants. The IACHR and the IPPDH will reserve a quota for officials of the OAS member states interested in participating in this course, as well as for people from social movements and civil society. Participation in the course must be paid by each participant or state.

It is a blended course that takes place in three stages. The first stage is virtual, of 9 weeks duration through the virtual campus of the International School of the IPPDH. The second stage on-site and mandatory for 5 days at the IPPDH headquarters in Buenos Aires. In this edition, there is an optional week to be held within the framework of the 170th Ordinary Sessions of the IACHR (at the headquarters of the Commission in Washington DC or in a host Member State) to obtain a specialization in the inter-American system for the protection of human rights (IAHRS).

Schedule:

  • Registration: from July 27 to August 19, 2018.
  • Publication of selected persons: August 31, 2018.
  • Virtual stage: from September 11 to November 13, 2018.
  • Optional on-site week about IAHR: December 3 to 7, 2018 within the framework of the 170th Ordinary Sessions of the IACHR. (Place to be confirmed)
  • Mandatory on-site week in Buenos Aires: February 11 to 15, 2019.

A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has a mandate to promote respect for and to defend human rights in the region and acts as a consultative body to the OAS in this area. The Commission is composed of seven independent members who are elected in an individual capacity by the OAS General Assembly and who do not represent their countries of origin or residence.

The IPPDH is a technical instance of research in the field of public policies on human rights. Its strategic lines of work are approved by the Meeting of High Authorities on Human Rights and Foreign Ministries of the MERCOSUR (RAADH), to contribute to the fulfillment and guarantee of human rights, considered central axes of the integration of MERCOSUR. Its structure was designed to fulfill its functions of research, training, technical advice in the formulation of public policies, as well as support in the field of communication in human rights.
