Washington, D.C. / San José, Costa Rica – The Inter-American Commission on Human Rights (IACHR) and the Inter-American Court of Human Rights (IA Court) announce the Third Forum of the Inter-American Human Rights System, which will be held on November 6 and 7, 2019 at the Pontifical Catholic University of Ecuador in Quito, within the framework of the IACHR’s 174th Period of Sessions in Quito, Ecuador.
On this occasion, the event will be organized under the auspices of the Office of the Attorney General of Ecuador. The main subjects of the third edition of the Forum will be the celebration of the 60th anniversary of the Inter-American Commission on Human Rights; and the Celebration of the 40th anniversary of the Inter-American Court of Human Rights, as a reflection upon the historical impact it has had; as well as the challenges that the IACHR continue to face.
IACHR President Esmeralda Arosemena has noted that “The Inter-American Commission on Human Rights is turning 60 this year and the Court has turned 40. Anniversaries are always great opportunities to reflect upon the impact of their mechanisms, jurisprudence, standards, and effectiveness of their decisions”. “The IACHR wants to hear every voice to be updated and to move forward into the effectiveness in the exercise of its mandate” she added. “The Forum provides a crucial space to hear distinct social actors who are relevant to the challenges faced by the Inter-American System bodies”, said Eduardo Ferrer Mac-Gregor Poisot, president of the Inter-American Court of Human Rights. “Furthermore, this will be an enormous opportunity to go in-depth, promote and spread a culture of respect for human rights in the region” he added.
As in the first Forum, there will be parallel activities, such as workshops, panels, debates, consultations with experts, offered by the IACHR, the Court and interested organizations. The IACHR and the Court therefore call on interested organizations to submit proposals for parallel activities. Any incidental expenses of parallel activities (such as, accommodation and transportation expenses of participants) will be chargeable to the organization conducting such a parallel activity.
Proposals should be transmitted by September 8, 2019* to the IACHR via following emails: cidhpromocion@oas.org, cargentieri@oas.org, lromay@oas.org and CC copy to javiermariezcurrena@corteidh.or.cr with the subject “Parallel Event Proposal for the Third SIDH Forum”. Proposals must contain the name of the event, the name of the organizers, a conceptual description of the event (background, subject approach, speakers, and proposed guests) and any other information considered important. Applications should be sent in a document not exceeding two pages. The IACHR and the Court will select up to 20 activities, taking into account thematic, geographic and organizational balance, as well as the room availability by giving preference to those proposals coming from more than one organization. Thus, proposals will be presented with a two-hour maximum duration.
Once the program of the Forum has been finalized with the parallel activities, registration for participants who wish to attend the different Forum activities will open between October 5th and 15th, 2019 in a link authorized for that purpose.
The Forum of the Inter-American Human Rights System is a self-sustainable event. All costs of participation must be covered by those who attend and by the organizations that hold side events.
The IACHR is a principal and autonomous organ of the Organization of American States (“OAS”), whose mandate issues from the OAS Charter and the American Convention on Human Rights. The IACHR‘s mandate is to promote the observance and protection of human rights in the Americas, and acts as a consultative body of the OAS. The IACHR is composed of seven independent members who serve in a personal capacity, and are elected by the OAS General Assembly in a personal capacity and do not represent their countries of origin or residence.
The Inter-American Court of Human Rights is an autonomous judicial institution, whose mandate is the application and interpretation of the American Convention on Human Rights. The Court consists of seven judges, nationals of the member states of the OAS, elected in an individual capacity by the OAS General Assembly, from among jurists of the highest moral authority and of recognized competence in the field of human rights. The Court’s sentences are mandatory compliance for the States.
