Each year the OAS Secretary General publishes a
proposed Program-Budget for the coming calendar
year. The OAS General Assembly meets in a Special
Session to approve the Program-Budget. Find these

Each year in April, the OAS Board of External Auditors
publishes a report covering the previous calendar
year’s financial results. Reports covering 1996-2013

Approximately six weeks after the end of each semester,
the OAS publishes a Semiannual Management and Performance
Report, which since 2013 includes reporting on programmatic

The OAS executes a variety of projects funded by

The OAS has discussed for several years the real
estate issue, the funding required for maintenance
and repairs, as well as the deferred maintenance
of its historic buildings. The General Secretariat
has provided a series of options for funding it.

The activity was held on March 25 and 26, 2019, at the AC Hotel Marriott in Guatemala City, Guatemala. The event had participation of 25 representatives from the Energy Ministries of SICA member states, and experts on EE Policy and Regulation (CLASP), normalization (CONUEE- Mexico), and metrology (NIST- USA; CENAME-Guatemala; CIM-El Salvador).
The activity addressed specific recommendations to the design of the RTCA (luminaires) and its conformity assessment procedure based on internationally best practices and procedures for import economies. Current trends on LED Luminaires international market, technical and economic considerations for the definition of MEPS, and strategies for its development, regional registry tools to facilitate the evaluation of conformity were also discussed.
Other topics discussed included opportunities to expand the scope of technologies in the RTCA (luminaires), alignment to internationally recognized standards, importance of including quality requirements within the RTCA for luminaires, as well as a technology-neutral approaches focus on the application.
The activity also included practical examples on how other countries in the world are implementing their EE policy regulations, strategies used for defining MEPS, economic and energy savings of implementing EE regulation initiatives, etc. This activity was organized by the Organization of the American States in cooperation with the U.S. National Institute of Standards and Technology (NIST), CLASP, the Central American Integration System (SICA), and the Ministry of Energy and Mines (MEM) of Guatemala, who currently holds SICA pro-tempore Presidency.
Objective
The activity aims to officially present the recommendations to the Energy Efficiency (EE) Central American Technical Regulation (RCTA) and its conformity assessment procedure for Luminaries. During the meeting, technical aspects of the regulation will be addressed, such as the development of a regional registry as a tool to facilitate the evaluation of conformity, the development of market studies, strategies for defining Minimum Energy Performance Standards (MEPS), EE lighting regulations best practices, among others.
