DECO provides support to electoral authorities in the design, support and analysis of systems and processes that involve the use of technology. Likewise, the Department advises electoral bodies on the development of systems for vote counting; the transmission, presentation and publication of election results; and the audit of transmission systems among other areas.
Technical Cooperation in the Transmission of Preliminary Electoral Results (TREP) in Uruguay

DECO deployed a mission to the Electoral Court of Uruguay in order to provide cooperation to the project "Performance Improvement of Stakeholders in vocational-technical activities related to the Transmission of Preliminary Electoral Results (TREP).” The project involves planning, monitoring and control of the new transmission system as well as the organization of training programs for electoral staff. The ultimate objective is to ensure that the information transmitted by the computer programs is safe, reliable, and transparent, and that all equipment, communications and programs operate effectively.
Study of Technology Applied to Election Cycle Estimated Duration: 3 Months Counterpart: Latin America Donor: Canada
DECO is currently conducting a study that collects, systematizes and analyzes the various electoral automation projects carried out within the Americas as well as other countries outside of the region. The aim is to identify the main technological trends used in the different phases and activities of the electoral cycle. The presentation of the different models available should encourage other countries to move towards incorporating new technologies and adapting to the realities of good practice that have been employed successfully in other electoral bodies.

Electronic Voting: Application and Implementation of Technologies for Pilot of Electronic Voting Abroad in 2014 Costa Rican Presidential Elections Estimated Duration: July 2013 to February 2014 Counterpart: Supreme Electoral Tribunal of Costa Rica

DECO provided technical support to the Costa Rican Supreme Electoral Tribunal in the use of electoral technologies specifically related to electronic voting. The main activities of the project were the following: analysis of the existing regulatory framework on electronic voting, adoption of transparency measures, internal management of electronic voting, technical security of the ballot box and training of the various actors- including citizens – involved in the voting process. Upon completion of the project, DECO presented the key findings and recommendations to the electoral authority.
Electronic Voting: Accompanying High Level Technical Commission on Electronic Voting in Honduras Estimated Duration: April 2013 to May 2013 Counterpart: Supreme Electoral Tribunal of Honduras Donor: Canada
DECO provided technical assistance to the Honduran electoral authority through an initial diagnosis of the proposed technological modernization of the electoral system. The mission conducted an analysis of the Honduran electoral system in relation to the potential application of electronic voting. The final report presented certain limitations on the implementation of electronic voting in the short term as well as specific recommendations for its application.
Technical Cooperation to the Central Electoral Board of the Dominican Republic: Audit of the Electoral Register and Computer Center Duration: January to May 2012 Counterpart: Central Electoral Board Donor:Dominican Republic Central Electoral Board, United States and Italy
In 2012, DECO conducted a comprehensive two-way audit of the electoral registry as well as an audit of the computer center within the Dominican electoral body. These audits were able to determine the degree of reliability of the electoral register, and to verify processes and the security of the data center ahead of the May 2012 Presidential Elections.
Technical Cooperation in the use of Electronic Voting in the State of Jalisco, Mexico.

During the local elections of July 2012, DECO deployed a mission to Jalisco (Mexico) to provide technical support in the implementation and use of electronic voting systems. The main components of the cooperation were the analysis of the speed of results management, process efficiency, all aspects of the voting process (including voter identification and vote counting), and the training of various stakeholders and citizens. The analysis touched on the legal issues involved in the implementation of electronic voting, and included a presentation of the critical findings identified by the team related to the operation of electronic voting and its integration into the electoral process.
Electronic Voting: Accompanying the Audit and Certification of Electronic Voting Solutions in Peru Estimated Duration: June 2010 to December 2011 Counterpart: National Office of Electoral Processes of Peru Donor: Canada
DECO provided technical support to the National Office of Electoral Processes of Peru (ONPE) in the auditing and certification of its electronic voting systems. The technical cooperation involved coordinating and monitoring the entire audit and certification through the promotion and exchange of knowledge between ONPE and other electoral authorities in the region with experience in electronic voting systems. The mission deployed experts, as well as experienced private sector organizations, to carry out audits of the various processes involved in the implementation of electronic voting, such as product testing and production information encryption, among others. Finally, the support involved the collaboration in the process of certification of electronic voting.
