IACHR Welcomes Mexico’s Withdrawal of Treaty Reservations

Washington, D.C.—The Inter-American Commission on Human Rights (IACHR) welcomes the State of Mexico’s withdrawal of its reservations to three treaties adopted in the framework of the Organization of American States (OAS). In this context, the IACHR reminds the OAS Member States of the need to ratify the legal instruments of the inter-American human rights protection system, particularly the American Convention on Human Rights.

On July 11, 2014, in a ceremony at OAS headquarters in Washington, the Permanente Representative of Mexico to the OAS, Emilio Rabasa, deposited instruments withdrawing the reservations Mexico had made to the Convention on the Status of Aliens, the Inter-American Convention on Forced Disappearance of Persons, and the Declaration Recognizing the Contentious Jurisdiction of the Inter-American Court of Human Rights.

The Inter-American Commission recognizes that this action broadens the potential for protecting the rights that have been internationally recognized by Mexico, and therefore constitutes an important step in Mexico’s commitment to the promotion and protection of such rights..

The Commission also takes this opportunity to reiterate its call to the OAS Member States to ratify the instruments of the inter-American human rights protection system, particularly the American Convention on Human Rights, and to accept the contentious jurisdiction of the Inter-American Court of Human Rights. In addition, the Commission also reiterates its call to the two OAS Member States that had been parties to the American Convention and later decided to denounce it, to reconsider this decision and to ratify this instrument again. The realization of universal adherence to the region’s human rights instruments and the incorporation of inter-American standards into domestic law are essential conditions to achieve full respect for and observance of human rights in the region.

A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has a mandate to promote respect for human rights in the region and acts as a consultative body to the OAS in this matter. The Commission is composed of seven independent members who are elected in a personal capacity by the OAS General Assembly and who do not represent their countries of origin or residence.
