Meeting of the CEDDIS (April
2010)

The
Third Meeting of the Committee was convened by the Chair on March 4th,
2010, and it was celebrated on April 26th and 27th, 2010,
in the city of San Salvador, in El Salvador.
During this meeting and under the mandate contained in resolution AG/RES.2463 XXXIX-O/09, the Committee adopted its report to the General Assembly on the evaluation of the progress made by States Parties in implementing the Convention for the Elimination of All Forms of Discrimination against Persons with Disabilities.
In addition, the plenary took into account the document approved during its second session, entitled “Project of Parameters to establish starting points, set goals and measure progress by States in fulfilling the Inter-American Convention" (CEDDIS/doc.41/08). Similarly, the Committee decided to refer to the guidelines used by the United Nations to evaluate the reports of States Parties to the Convention on Persons with Disabilities, which led to the creation of a working group, formed by Argentina, Brazil, Chile, Peru, El Salvador and Panama. The working group was given the task of establishing starting points, setting goals and measuring the progress in implementing the Convention within the guidelines.
Moreover,
discussions begun on the need to harmonize Article I.2 (b) of the Inter-American
Convention on the topic of interdiction, with the content of Article 12 of the
UN Convention. On that topic, the plenary decided to take note of the report
produced by the Technical Secretariat of the Committee (CEDDIS/doc.16/10) and
constitute a working group composed by El Salvador, Costa Rica, Peru, Argentina,
Colombia and Brazil to further analyze this issue and present their conclusion
at the next meeting.
This third meeting was
attended by the delegations from the following States Parties: Argentina,
Brazil, Chile, Costa Rica, Ecuador, El Salvador, United States (observer),
Guatemala, Mexico, Panama, Peru and Dominican Republic.
