During its nine years of operation, the Section has cultivated close
institutional relations with the United Nations and the European Union (EU). In
May 2015, the OAS and the EU launched the
Global Crisis Response Project Support Program to strengthen the
institutional capacity for early warning and conflict resolution analysis within
the Organization. Thanks to the generosity of the EU, 25 OAS officials, in
addition to a number of team members of the Section of Political and Prospective
Analysis, have participated in specialized workshops throughout the year.
The Section provides not only information and analysis for the main OAS
officials – such as the Secretary General, Deputy Secretary General,
Secretaries, Directors, and advisors to the Secretary General - regarding the
specific needs of the political situation, it also offers support to the Heads
of the Official Missions, in addition to other special initiatives pertaining to
the Secretary-General and the Strategic Counseling for Organizational
Development and Management. In 2015 alone, political experts contributed to
political analysis in 10 electoral observation missions, missions originating
both from headquarters in the preparatory stage, as well as on-site support
during the electoral process.
The system operation is based on the application of both qualitative and
quantitative research and monitoring tools. The principle tools utilized are:
constant monitoring of open sources of information, including traditional media
and social networks; mapping of actors; analysis of public opinion polls;
analysis of political speeches; and regular inquiries to experts in the field.
The Political Analysis and Scenario Section exists in order to assure that the
OAS has at its disposal the necessary resources and capacities to effectively
predict and mitigate the various conflict risks that can emerge in the region,
with particular regard to those which have the potential to escalate into
political and institutional crises. In this way, the System would be able to
continue supplying the necessary and sufficient information in order to
contribute to an effective decision-making process regarding political
conflicts, which could occur in the Member States.
